CFM is restructuring. The Government creates the Joint Stock Company "Moldovan Railway - Passengers and Freight"
Article Summary
Source-basedThe State Enterprise "Moldova Railways" (CFM) is being restructured. The reason cited by the Government is the accumulated debts, which the institution can no longer manage. Thus, the authorities decided to establish the Joint Stock Company "Moldova Railways - Passengers and Freight", which will have full state capital and will take over commercial transport activities.
According to the authorities, the reform aims to separate the management of railway infrastructure from commercial services, so that the state takes care of infrastructure maintenance and the new company is responsible for freight and passenger transport.
"The Railway meant a heavy legacy, with enormous debts, with personnel not adjusted to current realities. Finally, after in recent years things postponed for decades were done, "The Railway" has started to pay off its debts, not to continuously increase them, as was the case before. A major objective is the separation of infrastructure from commercial services — the state will maintain the infrastructure, and the new joint-stock company, created for transport services, will be responsible for transporting goods and passengers. I would like to specify, the state will own 100% of the capital of the new joint-stock company," said the director of the Public Property Agency, Roman Cojuhari.
The authorities claim that separating infrastructure from transport activity will allow for clearer accounting of costs and revenues in the railway sector, giving the state the opportunity to more accurately assess economic performance.
At the same time, the reorganization would reduce the pressure on the public budget, and resources would be directed more efficiently, especially towards passenger transport, considered a service with a social role.
Separate administration should create conditions for increased investment in services and for improving the quality of rail transport, including travel times. In the medium term, costs could be managed more efficiently, which would contribute to stabilizing fares.
