Within the framework of the second phase of Mexico's passenger rail plan, the Integrated Public Train and Transport Agency (ATTRAPI) is evaluating bids for the first section of the Querétaro-San Luis Potosí corridor, while launching a new tender for the next subsection, toward Villa de Reyes.

On July 27, ATTRAPI opened the proposals for national public tender No. LO-09-JZO-009JZO001-N-16-2026, which seeks to contract the supervision, control, and monitoring of the construction and design of the Querétaro–San Miguel de Allende sub-section, 68 km long, the first section of the Querétaro–San Luis Potosí corridor.

14 companies and consortiums submitted bids through the Compras MX platform. The proposed amounts, including VAT, range from 275.46 million pesos (US$16.09 million (mn)), from a consortium led by Ayesa México, to 580.31 million pesos (US$33.90mn), from a group led by Scala Supervisión.

The ruling, which will determine the winner of the supervision contract, was scheduled for August 10, but ATTRAPI postponed it to August 12 at 12:00 hours, according to a notice signed by Benjamín Gómez, director of Engineering for Tenders and Construction Costs at the agency. It will be announced through Compras MX.

This supervision tender runs in parallel to the construction and design tender for the same Querétaro-San Miguel de Allende sub-section (No. LO-09-JZO-009JZO001-I-26-2026), which has been open since July 10. For that project, the bid opening will take place on August 24 and the decision is scheduled for September 7.

The start of this project is estimated for September 24, 2026, with an execution period of 851 calendar days. The contract is multi-year, with four budget cycles, a 30% advance payment and a performance guarantee of 20% of the contracted amount, plus civil liability insurance of 10%.

New tender

While those processes are being resolved, ATTRAPI published on August 6 a new open international public tender, No. LO-09-JZO-009JZO001-I-42-2026, to build and design the following subsection of the corridor: San Miguel de Allende–Villa de Reyes, 82 km long, between kilometers 68+000 and 150+000.

This new project includes the construction of viaducts, tunnels and bridges, as well as railway underpasses, railway overpasses and pedestrian bridges, to separate the railway line from level crossings with roads and other existing routes in that subsection.

The clarification meeting will be on August 13, the opening of bids on October 2, and the decision on October 16. Work is expected to begin on November 2, with an execution period of 1.003 calendar days.

The contract is also multiannual, with four budget years, and will grant an advance payment of 30%. The contractor must provide a performance bond for 20% of the contracted amount and liability insurance. The tender is international and open in nature and allows joint participation of companies.

These processes are part of the second phase of Mexico's six-year railway plan, which envisages tendering in stages the sections of the Querétaro-San Luis Potosí and San Luis Potosí-Saltillo corridors. The administration's goal is to build more than 3,000km of passenger rail lines and 38 stations integrated into urban transport systems.

The call for bids for the San Luis Potosí-Saltillo segment is still awaited, although ATTRAPI confirmed in July that it was about to launch it, after publishing the tender for the first section of the Querétaro-San Luis Potosí corridor.
