PKP Intercity’s 15-year ED74 overhaul tender now closes to bids November 4

Bids in PKP Intercity’s ED74 overhaul tender, which covers three P4 maintenance campaigns on 14 electric trainsets over 15 years, are now due November 4 after four deadline extensions.

Bidders have until 12:00 on November 4, and the offers are scheduled to be opened half an hour later. The original contract notice, published on August 28, 2026, set October 1 as the closing date. Change notices then moved it to October 13, October 20 and October 27, and the latest change notice, published on October 26, set the current date. Offers must remain valid until March 3, 2027. The change notices list the old and new dates but give no reason for the postponements.

A separate change notice published on October 7 lowered the security requirements. The bid security was cut from PLN 3.4 million to PLN 1.7 million, and the performance guarantee the winning bidder must provide before signing fell from 5% to 3% of the total gross price.

The bid deadline has moved four times, from October 1 to November 4, 2026. Bids are opened at 12:30 on the deadline day. Dates are taken from the six versions of the contract notice published by PKP Intercity in the EU tenders database (TED), notices 596153-2026 to 739552-2026.

Award criteria and contract terms

The procurement runs as an open procedure under Poland’s public procurement act of September 11, 2019, and is classified as a sectoral contract. Gross price carries 80 points. The remaining 20 go to the time needed to repair one vehicle (10 points), the start date of repairs in the first campaign (5 points) and the warranty period for trouble-free operation of the whole vehicle after repair (5 points).

The contract allows no renewals and is not a framework agreement. Bids are filed through PKP Intercity’s online procurement platform, with detailed requirements set out in the tender documentation. The published notice data does not include an estimated contract value.

ED74 fleet after P5 modernization

The 14 ED74 units in the tender went through fifth-level (P5) periodic repairs combined with modernization under a PLN 274.8 million gross contract that PKP Intercity signed in June 2019 with a consortium of ZNTK Mińsk Mazowiecki and Pesa Bydgoszcz. The first modernized trains began carrying passengers in the second half of 2021.

On May 31, 2023, PKP Intercity announced that the last of the 14 modernized ED74 units had joined its fleet. After the work, the trains offer air conditioning, Wi-Fi, a power outlet at every seat, mobile signal boosters, space for bicycles and facilities for passengers with disabilities.
