Key Elements
Prime Minister Le Minh Hung chaired a meeting on August 26 with Chinese enterprises currently investing in Vietnam, calling on this investor bloc to shift decisively from expanding scale to enhancing the quality of capital flows, bringing advanced technology, international management expertise, and competitive solutions into the Vietnamese market.
At Government Headquarters, the head of the Vietnamese government emphasized that the room for cooperation between the two economies remains vast, but the new phase demands not just "more" cooperation and investment, but "better," "higher-quality," and "more effective and substantive" outcomes. He urged Chinese enterprises to continue viewing Vietnam as a long-term destination for investment, production, and business operations, while increasing investment with higher quality, more advanced technology, and greater spillover effects.
Priority sectors encouraged by the Vietnamese government include strategic infrastructure connectivity, particularly railway lines connecting Vietnam and China, urban railways, logistics, and smart border gates; clean energy; modern processing and manufacturing; the digital economy, artificial intelligence, semiconductors, 5G, and big data. The Prime Minister also expressed his desire for foreign investors to strengthen research and development (R&D) activities, innovation, technology transfer, and substantive workforce training.
"Each project must be both effective for investors and contribute to Vietnam's production capacity, technology, employment, budget, and the development of Vietnamese enterprises," the Prime Minister stated. He also urged investors to bring advanced technology and international management capabilities to large-scale projects to create quality works and products that become new hallmarks of bilateral cooperation.

Resolution of 44 enterprise petitions
At the meeting, representatives of Chinese enterprises highly praised Vietnam's increasingly improving investment and business environment, particularly the effectiveness of the government restructuring and streamlined procedures. They affirmed that Vietnam is an increasingly important market and shared information about investment expansion plans and new cooperation projects.
The enterprises also raised difficulties, obstacles, and petitions requiring the government, ministries, and localities to resolve. The Prime Minister largely agreed and directed focused handling of 44 petitions and proposals across six sector groups. The Minister of Finance was assigned to build a mechanism for the fastest possible receipt and resolution of obstacles facing enterprises in general, including the Chinese enterprise bloc.
The head of the Vietnamese government required ministries and localities to proactively guide regulations, handle matters substantively and thoroughly, provide clear responses to obstacles, and avoid shifting responsibility. Cases beyond their authority must be promptly reported to the Government and the Prime Minister with proposed solutions.
Chinese Ambassador to Vietnam Ha Vi attended the meeting and extended congratulations on the occasion of Vietnam's National Day on September 2. He expressed confidence that in the new era, Vietnam will achieve increasingly significant development milestones, and that more Chinese enterprises will certainly come to invest in Vietnam.
The Prime Minister emphasized the spirit of mutual development and co-creation of new value: shifting from scale expansion to quality enhancement; from processing and assembly to technology and innovation; from individual projects to highly integrated, stable, and long-term production chains, supply chains, and ecosystems. The Vietnamese government is committed to continuing to listen, accompany, and protect the legitimate rights and interests of investors, creating conditions for enterprises to invest and operate successfully and sustainably in Vietnam.
