The Thai Ministry of Transport plans to sign a memorandum of understanding (MOU) with China’s National Railway Administration in the fourth quarter of this year, establishing a railway development cooperation framework covering seven major areas. The aim is to strengthen railway interconnectivity among Thailand, China, and Laos, thereby enhancing regional transportation and logistics efficiency.According to The Nation, the proposed Thailand-China railway cooperation framework encompasses railway transport development, railway regulation, infrastructure, international railway interconnection, railway equipment and industry, regional and international cooperation, as well as industrial development.

Both sides hope to further strengthen cooperation in railway construction and management and improve regional railway network connectivity through sharing technology, operational experience, and standards.

Technical Exchange to Improve Regulatory Standards

According to the proposed framework, the Thai and Chinese sides will exchange strategies and experience in railway development, including the formulation of railway-related laws, regulations, and standards. They will also share best practices regarding operation safety, transport quality, engineering construction, and railway equipment, in order to enhance relevant standards on both sides.

The two parties will also explore the promotion of connecting Thailand and China’s railway networks to the Laos railway network, to improve cross-border logistics, promote industrial activities, and strengthen the regional supply chain.

In addition, relevant agencies, enterprises, and universities from both countries will cooperate in human resource training, personnel development, and knowledge exchange to support railway education and research work.

Three-Year Cooperation, Renewable

The Thai Ministry of Transport pointed out that the MOU will be valid for three years and can be extended for two more years upon expiration, ensuring that various activities under the cooperation framework continue to advance.

The Thai authorities hope that through this cooperation, China’s technology and experience in international railway network construction will be introduced, while also enhancing Thailand’s railway regulatory standards, manufacturing and maintenance capabilities, and reserve of professional railway talent.

Strengthening rail connectivity among Thailand, China, and Laos is expected to help optimize cross-border freight transportation and the regional supply chain, as well as create more opportunities for Thailand’s long-term trade, investment, and related industrial development.
