Article Summary

Source-based

Colombia will receive expressions of interest until February 4 to contract a pre-feasibility consultancy for the Neiva–Central Rail Corridor project, a key step to assess its overall viability and move forward with the structuring of the project.

The duration of the contract will be 232 days and its value is estimated at 1.4 billion pesos (US$1.8 million).

The scope of the contract includes the preparation of pre-feasibility studies and designs to determine the technical, economic, social, environmental, legal, land-related, and financial viability of the project.

The consulting firm must carry out a comprehensive analysis of the corridor’s current conditions, identify the main challenges for its rehabilitation and modernization, and guide the definition of a technical alternative that will allow progress towards the next structuring phases.

Among other aspects, a technical assessment of the alignment is expected, as well as an inventory and evaluation of the condition of the existing infrastructure—railway line, bridges, tunnels, stations and drainage systems—along with preliminary topographical, geotechnical and hydraulic assessments, and the identification of technical interferences with other infrastructure and services.

The final report must present the recommended alternative, implementation scenarios, development phases, and technical guidelines to move forward to the project’s feasibility stage.

The consultancy is financed by the Inter-American Development Bank under the Program to Support the Implementation of the New National Logistics Policy.

The process is published on the public procurement portal Secop II, under number DNP-BM-002-2026.
